Is stating the patient has Allergic Rhinitis enough to consider this a chronic condition.

According to the American Academy of Otolaryngology,  Allergic Rhinitis is a chronic condition, so wouldn't stating the patient has Allergic Rhinitis be saying the condition is chronic?
