Can you use a Past Medical History that has been resolved for ROS.  For example, a history of anxiety that has been resolved - can I use that for ROS?

In the sense of asking if the patient has anxiety and a response of not any more?

ROS is the patient's complaints, yes or no questions to symptoms.  Typically a patient isn't going to say resolved.  But they might say I used to have it but not anymore.

Without seeing the rest of the details for the HPI, ROS, PMH, I wouldn't want to say a yes or no either way.

Why wouldn't you want to count that as PMH reviewed?

SCENARIO:  a provider went through the check list with the patient, system by system, and the patient said that she used to have anxiety years ago but not taking any medicine for it now.

I see that as ROS and would like to get more points from that information.
It's easier to achieve  a 'Comprehensive' for PMH  than to achieve a 'Complete' for ROS.
