If the provider gives an rx to a healthy individual that is on no other meds what is this considered on the table of risks? Is this prescription management according to the table? I consider it to be drug management when a patient is on multiple meds and the provider has to consider the risks of adding a new rx.

Anytime you start, stop or adjust a prescription medication, this definitely counts as prescription drug managment.  Some carriers and auditors may give credit if you continue current medications as long as you list the meds and the reasons for continuing.  Personally, I do not take credit unless I start, stop or adjust a precscription drug.  As always, to be totally sure, you should check with your carrier.  Keep in mind, that prescription drug management may qualify an encounter as being of moderate risk, but it does NOT necessarily mean you have moderate complexity MDM because you also need either three problem points or three data points.
